Thoughts anyone about getting a decent not too costly gear (armor, accessories), coz I'm not rich and it is for a friend, for a Lev74-ish Mage who has either a Water or Balanced Build? Lower level gear might be possible but still please advise on your favorite spell dmg gear. Thank you.

Pure and Ethereal are great for spell damage, but one's a Mythic and the other is a Legendary so they're super expensive.
There's a pair of level 52 rare pants called Capsaicin, 20% spell damage and 20% melee damage but negative health regen.
Other than that I'm not quite sure, you could try just going into the item guide and using ctrl-f.

Millenium is very good, if you can get one with good ids. It has 293 max spell dmg, but it is quite costly. EXTREMELY COSTLY. Marble is also extremely good, as it is a ring for lv 50s?. It is rare but it also requires 5 of every stat tho. It gives raw spell dmg and a significant spell dmg percentage increase. Also, you are high enough lv to wear full Jester Set, giving you a 300(?) spell dmg boost. So, I'd suggest full Jester and a Marble.

There is a great rare weapon called Sanare. It does only water damage but the spell damage is quite high. Prepare for low melee damage though.

I have this Sanare coincidentally since I'm mage at that level. Will add this to the list for master comparison. Thank you!

I have a decent Ethereal but no idea what max spel dmg is. And if i find a Pure, at L64 it is going to have better spel dmg than Ethereal. However as stat characteristics, is Pure more powerful/ useful than Ethereal?

Oh yes, and you might want to know the other items I have with spell damage:
Spectre (gives a Sanare sized spell damage boost, requires a bit of agility, gives a bit of mana steal too)
Generator Amulet (for a decent necklace spell damage boost, requires completion of Heart of Llevigar)
Sodeta Boots (still lots of spell damage, requires completion of Beneath the Depths and Lost Soles, also gives decent mana regen and xp bonus)

These 3 items and Sanare's spell damage add up to 80%, which is decent. The only bad thing, as I said before, is -64% melee damage. These items also work well with an air build (I have +23%), work well with a loot build (I have 18% loot) and a mana build (6/4s mana regen and 2/2s mana steal). Ok, I don't have much in all of these, except for mana regen, but I am concentrating on an water/air mage build, not a full walk speed mage, not a looting mage (though at one point I had Talaria and Emerald Staff for loot bonus, which was pretty much equal to my spell damage) and not a mana mage. So while I like to go for several things, for example, if you chose the same build, you might go for the loot bonus build, as it sounds like you want a build with all the skills.
