At What Level Do Depressing Items Stop Dropping?

    I am grinding to try and get depressing items on a LEVEL ELEVEN CLASS AND CAN'T GET ANY.
    I have 0 loot bonus. (Before Gavel the lower loot you had the more depressing items you would get)

    You have the highest chance to get drops and xp if you are on the same level I think. So a Lvl 1 player would have the highest chance I think
