How Am I Supposed To Get To This Chest?

This is under the arch at Dernal Manor.

Then why do players see chests in the exact same spots when they do loot runs?

Charge might just get you in the position to open it, but the chest GUI will close once you drop. Teleport will just teleport you below it and make you fall.

 

Jump ontop of it?

 

Are you some kind of superhuman that can jump 10 blocks?

They are placed manually by gm's.
