Or it's where points meet, like the archway by Cinfras, the exit to Cinfras towards the guild hall, and the very tip of the arrow.

Directly in the direction of the arrow actually, there's also some strange massive ice formation thing. But I already checked that.

 

Check the mountain completely over. We might be on to something!

 

Sorry to be a party pooper, but... I'm 90% sure that Gale's tomb isn't in/around Letvus air base. However, we could try searching where the "arrow" points.

Confused, as in it is broken and you are stuck in? You gotta /kill out of there and redo the quests. There is one other way, but it is too technical to describe here.


As for Cinfras/Letvus, preliminary investigations have found nothing new. I think we have to reconsider where to search. As other people have said, follow the arrows!
