Does Judging The Value Of Id'ed Items' Stats Still Work The Same?

We know that Id'ed items always have their bonus stats around an average value. That value should be written down in the item guide at Wynncraft.com/help.
To determine the maximum and minimum stats of an item, one used to multiply the average by 1.3/0.7. Does this still work?

The reason I'm asking this, is that I've found a spear that had one of it's stats way lower than it would be possible regarding this rule..

 

I think it was changed to 1.3 and 0.3

Oh, okay. Quite strange, since now the item guides aren't a real "average" anymore, but thank's for the answers!

 

Wait the maximum is still 1.3 but the minimum is like half of what it used to be?
That's why I'm getting such bad ID's...

 

Yes it is, it's annoying, and it makes the stuff with good ids actually a lot better now
