Is Wynn Evacuation Site A Broken?

I've killed the Pharaoh many times but he hasn't dropped the yellow shard I need for the quest. I get one from my bank later on and try to return to Vade and he keeps saying "take it to Tesha". I take it to Tesha and she says "Tell that to Vade!". This is really annoying me as this is the only quest unfinished for me

 

I think it's a glitch just for you as i can do it fine without problem.

 

You aren't supposed to get the shard yet, you're supposed to translate the text Vade gave you by bringing the text to Tesha and then back to Vade to continue, only then should you be able to go to the Pharaoh

 

I looked through my stuff and couldn't find the paper thing I'm supposed to give to Tesha. I tried fixquests and it didn't give me anything. Also I did give the paper to Vade. It told me to do the thing too.
