    In the Gavel province, at the end of Cinfras, a level 75 city there resides the guild hall. It costs 5 LE to make a guild. Then blah blah blah..

    You can even be level 2 and try running there. But it looks like you're a low level so you probably won't be able to afford the cost of making one.
