its about a 0.001- 0.003% chance drop per higher lvl mobs/depending on your loot bonus..not sure how that scales as a ratio (too lazy to math in the morning), also not sure if they made it even rarer then that since.

 

Think about this:
How many people are probably trying to get them?
How many mobs have those people probably killed by now?
