    Because it's beside Kandon Beda, so people automatically assume it's the entrance/related to Kandon Beda.

    There's a mountain pathway to the right of the statue that leads to Kandon Beda, the statue isn't related to Kandon Beda in any way. The message shows up because you're inside the city/town radius zone that causes the message to appear AND marks that you have visited that particular city or town.
