    What you don't understand is that there are no more clean items, you do not know the item you are going to get until you identify it. Before you identify it it is just labeled as an unidentified item, with a level range and a rarity tag on it. So it is almost impossible to get a clean one unless you find two unidentified ones and identify one to show it is a stabsand, then to identify the other one with the exact same information to get another stabsand. So basically you just have to get lucky and find it as an unidentified item. Or you can buy an already identified stabsand.
