    Find elf house near river (at the house there should be Quest NPC for quest The Ultimate Weapon), near Realm of light. Volt goat usually spawns around that house, but look on both sides of river. Also try switching servers. I found goat in less than 5 mins.

    It usually spawns near the river, I found two actually, in less than 2 minutes. One in the river and one near the river. Good luck.
