SPOILER Quest: Acquiring Creditionals

I am stuck on the part where you enter the administration office and have to retrieve the secret documents. I cant figure out where they are. I've been on all stories of the office and still have no clue. Please help.

 

Enter that house, and then go down the stairs. You will also need a key from the Airbase Guards!

 

When you enter the administration office, there should be some stairs leading downwards into a "Documents Storage Area". Now, you will need a key to open the door. Kill the Security Guards that spawn around the Airbase to get the key. After that, chuck the key into the hopper back in the room and press the button on the iron block and you should be able to proceed.

 

Ah, I didn't have the key!
