Is Ice Snake Broken For Mage?

    I noticed that Ice Snake has stopped freezing, or even slowing mobs hit by it. I was wondering if this is a bug or a nerf.

    I really hope it's fixed soon, I'm about to head on into level 70+ territory as a level 66 mage and I would actually have a chance... if my ice snake worked of course.
