    Considering how the Gavel update also added mobs and locations in the Wynn province, I don't know if this is new or not. He dropped an emerald block.

    My friend told me he spawns when you're the only one in the mesa. (On the whole server or just your server I dunno)

    I saw him just before Gavel was released, but in 1.12/1.13, he had no armor...
