Why Am I So Unlucky?

I've been levelling my mage and no matter what I do I can't find gear for my level (38) that I can use.
My gear atm is a flawless oak stick. Indeed, a common level 30 weapon. My chestplate is a unique for LEVEL 22. My helmet is a lvl 26 unique. My legs are level 29 unique, and my boots are level 26 unique. No rare armor at all past the Exion boots I got at level 5... Then there's my accessories. Level 20 rare ring, just over half my level... ugh. I do have a level 32 unique ring on, but that only boosts my agility by 4% (which I don't ever get any use out of), increases my movement speed by an unnoticeable amount, and boosts air damage, which I don't use at all. I haven't even found a bracelet through my entire time playing this mage. My amulet offers nothing but loot bonus, which clearly isn't taking effect.

So how can I find gear that I can actually use, bearing in mind that I don't have the money for Tower of Amnesia and that I'm a pure water mage?

 

I'm also pretty undergeared with my classes... xp goes fast now but loot has to catch up. We need a double loot week lol

 

Double XP doesn't help when you can't kill anything, after all. I can't do Tribal Aggression at all.

 

If you don't have the money to buy stuff nor have the luck to find anything... You'll have to become or a beggar or a burglar... CHOOSE WISELY!

Bracelets in particular are supposed to be rare, but in regards to everything else I don't have much great advice. I don't keep many low level armors on my person. Some weapon and armor merchants in cities actually sell some decent stuff now so you can try to buy from them if they've got any improvements on your gear. Look in almuj.

 

All of almuj's stuff isn't for water except for a couple pieces which are worse than mine anyway.
