    If you stand at the starting npc facing towards the airbase with your back at the exit, walk left and up the stairs,make sure to kill a security guard(not the golems) to get the key.

    Once inside the office, go down the stairs, it should have a sign saying guards only then throw the key in front of that sign, that should open the door.
