    So I found this relic, but when I broke the seal I got nothing. Are these powders just not released yet?

    Yeah, the Powder Update will be a follow up update to Gavel (probably coming relatively soon.)

    Its likely because that probably contains a powder, and these powders have not been released yet.
    These will come in a follow-up update.
