    Look in your quest book for the general direction. It should be on top of a mountain in Olux Swamp; you go through a coal-block "cave entrance".

    Another thing, you have to go into the dungeon of that mountain for the quest to work, I tried going up the mountain with archer's jump, and the server did not notice i had the Blackwhistle in my inventory until after I went in the dungeon.
