    I got the Black Whistle leaf and returned it to Voer, but he repeats the same prompt. Any help?

    You need to go back to the mountain and, instead of traversing it with your spells (like probably everybody has), you need to enter a cave at the base of the mountain. Your quest book should update after that.

    I don't believe the NPC Voer is spawning for me. Any suggestions on what I should do? I have already gotten the flower.
