What is the first step? I found that one guy in the Bird BAr but I do not know what to do next. Please help.

I FOUND IT! IT IS BEHIND THE MERCHANT - UP THE LADDER! THEN BUTTON ON THE STONE UP ON THE ROOF.

I'm at the part where i have to infiltrate the administration office to get the secret documents, but he wont let me in, even when i try to enter through the window, is there something I have to do before going in?

EDIT: NVM, i just realized i was going to the wrong office.

 

At what stage are you? What are you doing, and where is it not letting you in?

 

"Hey, you cant just go into my storage like that!"

What did you do before that? Did you speak to the document merchant? Have you bringed him the secret documents?

 

I talked to him and he said he needed me to sneak into the administration office. I went up the ladder, pressed the button, and walked in. After which I get teleported out and he says

"You cant enter my storage like that!"

Where is the office?

 

Ah, that is the thing. You need to go back the way you came, by following the little river thing up the ladder into the coal blocks. Then you are back at airbase.
Now, go back to Doan. Continue going forward from Doan, up some stairs. The administrative office building is right there.
To enter, you will need keys that you get from killing airbase guards.

I got the secret documents and it says "You should not be entering here yet"

 

That is the office building. Go down the stairs when inside.

Got your documents? Neat!

Now go back and speak to the documents merchant!

 

How do I get out?

My quest book says get past the guards and into the vault if that helps..

 

When you entered through the gate in the office building, did you get the messages that say how the guards are talking, and the message that said "Sneak past the guards carefully"?

 

No? I teleported with my mage so I wouldn't get arrested.

 

I meant these 2 messages:
Number 1: [1/1] Vault Guard: Hey, someone entered! Look out for them, and arrest them!
Number 2: Sneak around the guards in the darkness, and they will not see you...

 

Yes I got them.

Now this is very peculiar. I can't seem to figure out why this is not working.
Could you do /kill, and do the exact same things again? This time, take pictures of each step you are doing.
Step 1. Entering
Step 2. Doing puzzle
Etc...
