At around 6:40PM Eastern Standard Timezone, a builder called xXDevastationXx gave a cryptic string of numbers "23 25 14 143 18 1 6 20" followed by an even more suspicious message "this string of numbers mean something"
Devastation also gave some random symbols to us, but then the weirdest thing happened next, he gave a jumble of letters."VGhpcyBpcyBhIGdhdmVsIHNlY3JldCA6KQ"
He then later gave a clue which he entails to decode the message, the clue was "Base64"
But that wasn't it, he then gave a cryptic string of symbols that seems like a red herring, but who knows.
What does this mean? Was this all the work of Selvut?

"Red Herring" means distraction, so literally he is just giving you nonsense characters

Here was my process for solving yours:

1. 1-2 equal signs? Base64
2. Find it to be a youtube channel
3. Thoughts: "Is he really telling me to subscribe to him?"
4. While clicking video gets another thought "I know this is Rick Astley"
5. Dam right

Are you sure yours is right? Cause base64 only uses 1-2 equal signs, theres 3 on yours. Unless you are using some random cipher

Idk what yours is, I even tried 3 automatic deciphers which had no results. So either yours is made up, cipher no one uses or somethings wrong with your copy n paste.
