Millenium isnt the 2nd best chestplate.

 

Second best legendary, I think he means.

 

Adamantite and the Champion armor (=Reward from the ToA quest) are both better.

 

I know, but the Champion Set is not purchase-able, thus Adamantite is the best purchase-able legendary chestplate and Millenium is the second best purchase-able chestplate.
